Consular legalization

Documents drawn up in one country and intended for practical use in another country must be Consular legalization (to certify the authenticity of signatures on documents).

Consular legalization of official documents is a procedure of verifying the authenticity of the original of official documents or certifying the authenticity of signatures of officials authorized to certify signatures on documents, as well as the identity of the seal or stamp, affixed to the document. In this case, the consul is not responsible for the content of the document.

The documents must be certified by a notary, the Ministry of Justice, the Ministry of Foreign Affairs, a consul of a foreign state or another body, depending on the importance of a particular document or special requirements for it.

Consular legalized is required for countries that have not acceded to the Hague Convention

List of documents that are usually subject to legalization:

  • Birth, Marriage, Divorce, Death certificates;
  • family status certificates;
  • academic documents – school leaving certificates, diplomas, supplements to them, transcripts of records;
  • certificates of inventions;
  • medical certificates;
  • employment and other certificates.

The following documents are not subject to legalization:

  • documents and acts that contradict the legislation of Ukraine.
  • originals, copies and photocopies of passports, military service record cards, driving licenses, identity cards, work record books;
  • documents issued by authorities and officials exceeding limits of their power.

Legalization procedure

First of all: the document is certified by the Ministry of Justice of Ukraine;

Then: the document is certified by the Ministry of Foreign Affairs of Ukraine;

At the end: the document is certified by the consulate of the country where it is supposed to be used.
